A January 1972 graduate of Cheyney University, Rodney Carter earned a Bachelor of Arts degree in Natural Sciences. Mr. Carter lettered in track and field for four years and was named captain by his teammates his senios season. On the track he competed in the sprints (100 and 200 yard dash, 440 yard relay). He also represented the blue and white in the long, triple and high jumps.
A multi-year participant for Cheyney a the Penn Relays, Mr. Carter was a medalist at the Philadel[hia Metropolitan Meet where the Wolves faced all of the Division I schools in the metropolitan area. He also invited to compete at the Martin Luther King Games in 1971. While at Cheyney, Mr. Carter was appointed to the position of the Public HealthSanitarian (Health Inspector) for the City of Philadelphia where he served as a Code Enforcement Officer and as a City Wide Field Supervisor and Coordinator for the Vector Control Program. In 1974 he went on to earn a Juris Doctorate where he served for four years by conducting felony criminal prosecutions. Since 1998, he has served with US Environmental Protection Agency, Region III (Philadelphia) as a Senior Assistant Regional Counsel for the EPA.
A native of Philadelphia, Mr. Carter continues to be an active member of the community volunteering his time amd efforts in several civic and community activities.
